EDIT: If the website is down/unavailable or you're afraid of virus, you can make the file yourself. In Windows, right-click somewhere on your folder and choose "New ⇒ Text Document" to create a new .txt file, remove the .txt extension and name the file "huniepop_uncensored_patch.game".
